The Victorian Electrical Distribution Networks (VEDN) is a committee formed to manage accreditation of contractors who are involved in the civil aspects of underground electrical infrastructure on behalf of a third-party developer not engaged by a VESI Network Operator, including AusNet, CitiPower / Powercor, Jemena and United Energy. Depending on their approval level, an accredited contractor can also work on Network Owner-managed projects.
A VEDN Accredited Contractor can perform the civil installation of underground electrical infrastructure, including excavations, trenching, installation of conduits/ducts, boring, cable hauling, and installation of earthing systems.
To attain VEDN accreditation, contractors must hold an integrated Work Health, Safety, Environment & Quality management system compliant with AS 4801:2001 (Safety), ISO 14001:2015 (Environment), and ISO 9001:2015 (Quality), plus VEDN-specific network requirements.
Only contractors with current VEDN accreditation may perform VEDN-related works, though holding accreditation does not guarantee work. Approval is valid for three years, and contractors must notify the VEDN Review Panel of any significant changes to technical capacity, ownership, or address. The VEDN Review Panel may also suspend or rescind accreditation for poor performance or non-compliance.
In 2026, Toner Group attained accreditation as a VEDN Accredited Civil Contractor. This further expands our capabilities and scope of services. As a result, we can provide our clients with a one-stop shop for the electrical scope of work associated with their project. With this accreditation, we are accredited to deliver electrical civil works from the network operator assets to each client’s site.
Toner Group (including affiliate Katam Drainage) is the only accredited contractor in Victoria that can 100% self-perform and deliver works on water authority (sewer and water) and network operator (power) assets. We provide critical infrastructure to a project site, as well as plumbing, drainage, and electrical scopes of work inside the boundary for your construction project.
